Special Resolution at the 45th National Congress of Japan AALA

The Message of Solidarity with the Venezuelan People
who aspires to a Fair, Democratic, and Independent Venezuelan Society

On the 3 of June, the National Electoral Council (CNE) ratified that the votes exceeded 2,430,000 (20% of the number of electors) by 14,730 votes, demanding of President Chavez recall referendum which the anti-government group Democratic Coordination committee(CD) had submitted. Therefore, based on the Article 72 of the Constitution, the President Chavez announced that he performs this President's confidence referendum. It is estimated that the referendum will be carried out on the 15 of next August.

As a mechanism of the participatory democracy that guarantees the active political participation of the people, the Chavez administration introduced this regulation into the new Constitution; the regulation of a recall vote in case of claims by more than 20% of an elector. We know that the demand for this recalling referendum, submitted in the end of the last November has been dealt legally and democratically by the Government according to the Constitution and the corresponding laws. We are taking note of the process in which the confrontation of opinions about the way of social reform is proceeded within the frame of the democratic system.

We also think that in the process of this referendum to be carried out the democracy should be respected strictly and the independent vote of the Venezuelan people should be guaranteed perfectly. We demand that in this occasion of the referendum, the international community should respect strictly the right of self-determination of the Venezuelan people and do not any interference from the outside. We express our respect and ardent support to the Venezuelan people that endeavors for the more happy life of its nation, the solution of the serious problem of the poverty and the construction of an independent and prosperous national economy.
